BOSTON – Jurisdictions in Oregon, Washington, New York, and Florida successfully conducted elections using Clear Ballot technology in 2017. The implementation of Clear Ballot technology significantly improved the efficiency and transparency of their election processes.

Clear Ballot’s ClearVote voting system provides election officials with an easy and intuitive ballot layout process, a tabulation and reporting system that scans ballots with commercial off-the-shelf scanners, and a complete digital database of the election that includes visual verification of all votes cast.  ClearVote’s digital inventory of all ballots reduces ballot handling and provides the highest quality ballot images in the industry, allowing for more efficient and streamlined processes.  

The ClearVote system was used to tabulate the vote of 65% of registered voters in Oregon, including the following counties: Coos, Douglas, Deschutes, Harney, Jackson, Jefferson, Josephine, Klamath, Lane, Linn, Multnomah, Wasco, and Washington. Additionally, ClearVote was used to tabulate the vote of 42% of registered voters in the state of Washington, including King and Pierce County. All Oregon and Washington counties reported successful and efficient elections using ClearVote.

Julie Anderson, the Auditor for Pierce County, Washington, expressed great satisfaction with the County’s voting technology, stating, “ClearVote, purchased in early 2017, has exceeded our expectations! In Jackson County, Oregon, County Clerk Chris Walker said, “implementation of the Clear Ballot system has allowed us to streamline our workflow and find greater efficiencies during elections.” She also noted that “by using a software-based system that tabulates ballots with off-the-shelf scanners, digital adjudication, and digital write-in capabilities, the citizens of Jackson County will see cost savings and greater efficiencies during an election cycle.”

The New York counties of Clinton, Jefferson and Saratoga used Clear Ballot technology to count absentee ballots at a central location, and provide a digital database of ballots and the visualization of voter marks. The visualization of voter marks allows counties to establish voter intent with confidence.

Mary R. Dyer and Gregory B. Campbell, Election Commissioners in Clinton County said in a joint statement, "Clinton County is proud to have been the first County Board of Elections in New York State to use Clear Ballot’s innovative ClearCount Central Scanning System and Audit Tool.  They have greatly reduced the time, and increased the efficiency of our Absentee Ballot counting process.  The system enhances the transparency of the vote counting process by allowing observers of the procedure to clearly see ballots with questionable votes or markings. Additionally, we have found the Clear Ballot staff very responsive in helping us learn and use their system."

In Florida, the counties of Bay and Nassau used Clear Ballot’s audit technology, ClearAudit, to conduct automated, independent audits of election results. ClearAudit is the only technology that can read and provide automated, independent, tabulation of ballots produced by several voting systems, giving county officials confidence that election results are accurate and counted as cast by the voters. Additionally, counties have shown significant reductions in manual processes and election operation costs since adopting ClearAudit. Because of these savings, Florida counties conduct an audit of every ballot for every election, giving election officials, staff, candidates, and voters, confidence in election results.

Bay County Supervisor of Elections, Mark Andersen said, “I have been working with Clear Ballot since 2009 verifying our election results.
